Gender Budgeting: a comparative analysis among Italian universities

Abstract


Literature has widely analyzed the gender budgeting role in pursuing Gender Equality in the academic sector (Paoloni et al. 2023; Naciti et al., 2023; Ricci et al., 2022; Lubani et al., 2020). What emerge dista the prevalence of vertical segregation remain sextensive within Italian universities, affecting students and the teaching as well as technical-administrative staff, as women face greater challenges in attaining high-ranking positions suchas full professorships, associate professorships, and managerialrolesthatrequireadvanced skills; thatthereis a strong call for collaborative effortsamong the examineduniversities to implementproactivemeasures in support of a Gender Equality strategythatprimarily focus on fostering a harmonious work environmentand promoting a healthy work-life balance; thatthereis a significantlack of advanceeconomic and financialprojections for implementing positive actions (Ricci et al., 2022). Nevertheless, only a few studies focus on the correlationbetween the evolution of Gender Budgeting and the implementation of GDM policies (Paoloni et al., 2023; Fissi et al., 2022). The presentresearchaims to analyze the trend of the gender gap and GDM strategies; in addition, itwants to investigate whether and how the GB’sresult, namely the gender budget, can communicate the evolution of the Gender Diversity Management approach. In particular, the work wants to answer the following research questions (RQs).
1. What is the state of the art of the incidence of gender in the composition of Italian universities (student component, teaching staff, technical-administrative staff)?
2. What are the main GDM policies implemented by Italian universities and how are they communicated?
